Ophelia in relation to Eli "Weevil" Navarro from Veronica Mars?

In the episode "Ain't No Magic Mountain High Enough" of the 2nd season of Veronica Mars, we're introduced to Ophelia who is Weevil's....what? I can't remember what he calls her. Sister, cousin, neice?
