Left testicle developing, and right isnt?

ive had surgery on 2006 if im not wrong because my right testicle wasnt in the correct space and ever since it hasnt really been growing steadily. im 14. male obviously. my left one is depveloping extremely well, but my right one isnt..? will it never grow..???
